CIBG (VWS): Information Strategy & Strengthening the CIO Office

CIBG manages critical national healthcare registries and digital services on behalf of the Dutch Ministry of Health, Welfare and Sport (VWS). The organization sought greater clarity, structure and effectiveness in governance and information management. Nolemmings developed a new information strategy and professionalized the CIO Office to turn these ambitions into reality.

Challenge

CIBG, an executive body within the Dutch Ministry of Health, Welfare and Sport (VWS), manages key national healthcare registries and digital services. The organisation needed more clarity, structure and strategic steering in its information landscape. The CIO Office lacked the mandate, frameworks and processes to consistently guide information decision-making and align IT with organisational goals.

Approach

Nolemmings worked with CIBG to develop a clear, actionable information strategy that supports its mission and aligns with broader government priorities. We strengthened the CIO Office by defining governance models, decision rights and organisational processes. We also helped embed the strategy into everyday practice, ensuring alignment between strategy, architecture, data and operations.

Outcome

CIBG now operates with a stronger CIO Office and a coherent information strategy that guides decisions across teams and projects. Governance is clearer, roles and responsibilities are defined, and information management is better embedded in organisational processes. As a result, CIBG has greater grip on its information landscape and is better positioned to sustainably support national healthcare IT priorities.
